TX-NR709 audio pass thru

I cannot get my audio to pass through my hdmi when the receiver is on. Signal is coming from either BD or cable box both using hdmi inputs. It will pass through when the receiver is off but not on. I have rihd on. I have tried setting monitor out to hdmi main or both with no help. I can get it to pass through if I turn rihd off and tv speaker to on but then no sound from the receiver. On page 58 of the manual it says When enabling the HDMI Through function, regardless of whether the AV receiver is on or in standby, both audio and video streams from an HDMI input will be output.

What am I missing?

I tested this in our lab and it will only work when you have the RIHD set to enable.
