Does anyone know if this reciever will power a set of 250 ohm headphones ( beyerdynamic dt990 pro 250 ohms ) -- ? Thank you

No- not without the use of a headphone amplifier for this receiver unfortunately.

Ok thank you -- I am planning to use the headphones for a PS3 and an Astro Mixamp but also plan to use them with n IPod so was gonna buy an Fiio E11 anyway -So PS3----> Onkyo ---->mixamp ----> E11 ----> headsphones would be best bet ? Or just totally leave out Onkyo ?

I would advise to bypass the receiver; since the heaphone output is significantly low to require a headphone amplifier- also as the sound output will also still be presented in 2.0 audio format.
