Changing output resolutions on tx-nr5009

I just purchased a tx-nr5009 receiver. I am trying to change the output resolution of the receiver to 480p to run to a video scaler with pip so that I can view the volume bar on the screen. I am using the main hdmi output. No matter what I change the resolution to it still seems to stay at 1080p. Any thoughts on where I am going wrong?

Unfortunately, the 5009 will not down convert the signal it only upscales. Thank you for contacting Onkyo via our forum.
